LGPS Early Retirement Explained

Explore taking your LGPS pension before its normal pension age. Understand reductions, pension and lump-sum differences, and how to compare possible retirement dates.

Can I take my LGPS pension early?

Usually, yes, if you have qualifying benefits and have reached the applicable minimum pension age. Taking benefits before their normal pension age generally means a smaller annual pension.

Start with your pension split: final salary benefits built up before April 2014 and CARE benefits built up afterwards may have different pension ages. A single retirement date can produce different reductions for each part.

Retiring at 55, 57 or 60: which age matters?

The minimum pension age controls when benefits can normally start. It is currently 55 and is due to increase to 57 from 6 April 2028. Ill-health retirement has separate access rules; ask your fund about any exception or protected minimum age that may apply to you.

Your Normal Pension Age (NPA) controls the standard early-payment comparison. Reaching the minimum age, or reaching 60, does not by itself make the pension unreduced.

For ordinary voluntary retirement from an active LGPS job, you normally need to leave that employment and meet the two-year qualifying period. Flexible retirement requires employer agreement.

Why one pension can have two pension ages

Use the ages and benefit amounts confirmed by your pension fund.
BenefitUsual pension ageWhat to check
Pre-April 2014 final salary pensionUsually 65Some older deferred benefits have a protected age of 60. Confirm your account's age.
CARE pension from April 2014State Pension age, with a minimum of 65Use your fund-confirmed CARE NPA rather than assuming it is 65 or 67.
Automatic pre-April 2008 lump sumThe relevant protected pension ageCash has its own reduction factors; it is separate from an AVC pot.

For ordinary voluntary retirement, the pre-2014 and CARE benefits within the account are taken together, with adjustments assessed separately. You cannot simply draw the final salary part at 60 and leave the CARE part until 67. Flexible retirement has different rules.

See Oxfordshire's explanation of different pension ages and national guidance for older deferred accounts.

How much is an LGPS pension reduced for early retirement?

Standard reductions depend on how far payment is before the relevant pension age. They are not a flat percentage multiplied by the number of years. These selected whole-year factors apply to retirements from 1 August 2026.

Standard reductions only. Protected benefits may be treated differently.
Years earlyAnnual pension reductionAutomatic pre-2008 cash reduction

313.9%5.8%
521.5%9.4%
728.1%12.9%
1036.6%18.0%

The fund uses exact dates, including part-years. Factors can change. Automatic pre-2008 cash uses a separate reduction from pension; optional cash obtained by exchanging annual pension is a different calculation.

Worked example: taking mixed benefits at age 60

Assume a member has £10,000 a year of pre-2014 pension with a protected age of 65, £10,000 a year of CARE pension with NPA 67, and £30,000 automatic cash linked to age 65.

This isolates the standard early-payment adjustment. Hold the starting benefits fixed: no future service, pay growth, inflation, Rule of 85 protection, employer waiver or McCloud adjustment is included.

Illustrative gross amounts before Income Tax or any optional pension-to-cash exchange.
BenefitYears earlyCalculationAfter reduction
Pre-2014 pension5£10,000 × (1 − 21.5%)£7,850 a year
CARE pension7£10,000 × (1 − 28.1%)£7,190 a year
Automatic cash5£30,000 × (1 − 9.4%)£27,180 once

Illustrative total: £15,040 a year of pension, plus £27,180 automatic cash.

Applying the seven-year CARE reduction to the whole pension would miss the separate age-65 benefits. Your own split and protection can change the outcome; these figures are not a personal quotation.

Use the LGPS early-retirement calculator

Our existing LGPS pension simulator includes early-retirement illustrations. Use the same statement and assumptions when comparing ages.

  1. Select active or deferred. Use your actual current status, rather than treating a future leaving date as though you have already left.
  2. Enter the pension split. Active members enter the total annual pension already built up, then the pre-2014 portion of that total. Deferred members enter their pre-2014 and CARE amounts separately, with the statement date.
  3. Confirm both pension ages. Include any automatic pre-2008 cash separately from the annual pension and from AVCs.
  4. Choose the retirement age and assumptions. Active-member projections allow for future accrual; deferred projections do not add future service. Inflation and pay assumptions can materially change results.
  5. Repeat for another age. Note the gross annual pension, automatic cash and any optional cash exchange. Ask your fund to quote the exact dates you are considering.

The simulator uses whole years and standard reductions. It does not calculate your exact Rule of 85 protection, employer waivers, full McCloud underpin or actuarial late-retirement increases. Its part-time and career-break scenarios do not reproduce the full flexible-retirement process.

Check which retirement route you are considering

Leaving work and drawing the pension later

If you leave with qualifying deferred benefits, your work leaving date and pension start date can differ. Check how your income would cover the gap. If you opted out but still work in the same post, payment of those deferred benefits normally requires you to leave that employment.

See LGPS guidance on deferred benefits and Kent's deferred early-payment guidance.

Flexible retirement

With employer agreement, reducing hours or moving to a lower-graded post may allow you to take some or all of your pension while continuing to work. Reductions can still apply. Ask HR about its policy and your fund about the benefits you must take.

See Oxfordshire's flexible-retirement explanation.

Rule of 85 protection

Historic membership can protect some benefits, but an age-plus-membership total of 85 does not automatically remove all reductions. Full voluntary retirement before 60 has an employer-discretion issue. Read the Rule of 85 guide and ask your fund to identify the protected benefits.

Redundancy, business efficiency or ill health

These have separate entitlement and approval rules. A standard voluntary early-retirement illustration is not a calculation of these benefits. Confirm the retirement reason with your employer and request the appropriate quotation.

Official information: LGPS retirement routes and Kent's ill-health retirement guidance.

Before choosing a date: your fund checklist

Take your latest statement and two possible retirement dates to your pension fund. Ask for:

  • The earliest access date and pension age for each part of your account.
  • A breakdown of pre-2014 pension, CARE pension and automatic cash.
  • Gross annual pension and cash at each date, identifying reductions and any protection.
  • Confirmation of Rule of 85, McCloud or other adjustments relevant to your record.
  • Separate options for additional pension, AVCs and optional cash exchange, if applicable.
  • The notice, forms and employer decisions needed for your retirement route.

For your own comparison, write down expected monthly spending, other income and when each income source begins. Keep annual pension and one-off cash in separate columns so the cash is not mistaken for recurring income.

LGPS early-retirement questions

Can I take my LGPS pension at 55?

The normal minimum pension age is currently 55 and is due to rise to 57 from 6 April 2028. Access depends on your circumstances and qualifying benefits; exceptions, including ill-health retirement, have separate rules. Ask your fund to confirm the earliest date for your account.

Can I retire at 60 without an LGPS pension reduction?

Age 60 alone does not remove reductions. The answer depends on the pension age for each part of your benefits, any Rule of 85 protection and relevant employer decisions. Ask your fund for a quotation for your chosen date.

Why can my pre-2014 and CARE pension have different reductions?

Pre-2014 final salary benefits usually have a protected pension age of 65. CARE benefits built up from April 2014 normally use State Pension age, with a minimum of 65. The time between payment and each pension age can therefore differ.

Is my automatic lump sum reduced by the same percentage as my pension?

No. Automatic cash linked to pre-April 2008 membership uses a separate set of early-payment factors. Optional cash obtained by exchanging pension is a different calculation.

Does leaving my job mean I must take my pension immediately?

Not necessarily. If you have qualifying deferred benefits, leaving work and starting the pension can be different dates. Redundancy, business-efficiency and ill-health cases have separate rules. Check your circumstances with your employer and fund.

Does the calculator include every protected benefit?

No. It provides whole-year standard-factor illustrations, with separate pre-2014 and CARE benefits. It does not calculate exact Rule of 85 protection, employer waivers, the full McCloud underpin or actuarial late-retirement increases. Obtain a fund quotation before making a decision.
